Neil Shekhter, Founder and Chief Executive Officer

Mr. Shekhter founded NMS Properties in 1988 on the principle of creating strong asset returns through superior management and investing in core locations with long-term growth. On these principles NMS began building its portfolio of properties by acquiring and repositioning poorly performing multi-family assets. Through hands-on management and capital improvements, these properties now enjoy dramatic increases in net operating income along with high occupancy rates. Mr. Shekhter’s belief is that quality starts from day one. With that in mind, he began to immerse himself in the development and construction of properties. As part of his philosophy of personalized management, Mr. Shekhter has been actively involved in every aspect from acquisitions and development to the construction of his projects while maintain the day-to-day operation of his existing portfolio.

Jim Andersen, President

Mr. Andersen has been the President for NMS Properties since 2008. A 25-year real estate industry veteran, Mr. Andersen oversees all aspects of NMS Properties from finance and asset management to development. Prior to joining NMS Properties, Mr. Andersen spent twelve years as Senior Vice President and Partner at Legacy Partners where he was responsible for operations, acquisitions and development activities in the Southern California, Nevada and Arizona markets. Prior to Legacy Partners, Mr. Andersen served as Chief Financial Officer for Bay Apartment Communities, a publicly traded Real Estate Investment Trust and the predecessor to Avalon Bay. Mr. Andersen also served as Executive Vice President and Chief Financial Officer of Trammell Crow Company’s Northwest Region. Mr. Andersen holds a Bachelor of Science degree from Loyola Marymount University. He is a member of Urban Land Institute (ULI).

Scott Walter, Vice President of Development

Mr. Walter is a thirteen-year real estate development and investment veteran and is responsible for acquisitions and development at NMS Properties. Prior to joining NMS Properties in 2011, Mr. Walter spent eleven years with Legacy Partners Residential, Inc. as Vice President of Development & Acquisitions, where he led the acquisition and development of all communities in the Southern California, Nevada and Arizona markets and was responsible for all facets of residential operations, acquisitions, development, construction and property management. Before his tenure at Legacy Partners Residential, Inc., Mr. Walter was an Associate with Curtis-Rosenthal, Inc., a real estate consulting and appraisal firm. Mr. Walter holds a Bachelor of Arts degree with an emphasis in Real Estate and Finance from Loyola Marymount University and is a member of the Urban Land Institute (ULI).

Tim Ball, Vice President of Construction & Development

Mr. Ball has been with NMS Properties since 2010 and is a California licensed architect and general contractor with more than twenty years of architectural and construction management experience. He has a broad background in design and construction for multiple property types including mixed-use apartments, condominiums, senior housing, retail, commercial, and single-family homes. Mr. Ball brings this vast experience to his role at NMS and the development team where he is responsible for overseeing construction projects and obtaining entitlements and governmental approvals. Mr. Ball holds a Bachelor of Arts degree in Business Economics with an emphasis in Finance from the University of California, Santa Barbara.

Dino Ciarmoli. Chief Financial Officer

Mr. Ciarmoli joined NMS Properties as the Chief Financial Officer in August 2010. With over twenty years of real estate experience, Mr. Ciarmoli oversees all financial services and capabilities of NMS Properties, from accounting and reporting to finance, risk management, and internal control. Prior to joining NMS Properties, Mr. Ciarmoli served as an industry consultant to a myriad of real estate companies where he specialized in financial business system deployments, work flow enhancements, and process engineering. Mr. Ciarmoli holds a Bachelor of Science degree in Accounting from San Diego State University and an MBA from the University of Irvine, California.

John Colletti, Director of Development

Mr. Colletti joined NMS in 2009 and brings six years of investment and multi-family development experience with TradIndex in London, UK and Legacy Partners Residential in Irvine, CA. As a Director of Development, Mr. Colletti works in a number of capacities including debt and equity finance, project management and development and acquisition underwriting. Prior to joining NMS, Mr. Colletti worked with Legacy Partners Residential, Inc and assisted in the development of various projects throughout Southern California. Mr. Colletti is a member of the Urban Land Institute (ULI) and graduated with a Bachelor of Science degree in Finance from the Eller College of Business at the University of Arizona.

Eddie Valentin, Development Associate

Mr. Valentin’s strong entrepreneurial instincts and ability to envision new projects allowed him to successfully manage the rehabilitation/renovation of existing properties and development of new projects. Prior to joining NMS in 2004 as a Development Associate, Mr. Valentin served as the Operations Manager of various boutique hotels in the West Los Angeles area. Mr. Valentin holds a Bachelor of Science degree in Business Administration from the College of Business and Economics at the California State University Northridge.
